I am looking at buying one this year for halloween, and am wondering what size would be good. Would 400 watts be enough to cover a front porch, or should I go with something bigger?

How long a quart of juice will last depends on how often you set off the fogger. Fog machines have a heat/reset cycle. When hot they spew out the fog, then they have to heat back up again during which time there's no fog. If you set it off every time it is ready, you'll go through your quart of juice in about an hour and a half to two hours.
The fog, because its hot, will rise and fill your porch area, giving a nice haze effect. If you want it to hug the ground like it does in the movies, you'll have to build a fog chiller to cool down the smoke.
