How can I find out where my front garden ends and the pavement begins?

I have block paved my front garden and before I started I made sure my garden depth was %26gt; 4m. When the work was completed we discovered we had only paved an area 3.94m deep. As a result, the council are refusing to build me a crossover. I need to know how much further I can take my driveway without encroaching on the public highway?
